Senior Army officers have warned that the emergence, of ‘foreign hands’ as key players in Pakistan’s proxy war in Kashmir is the single most disturbing trend in the Valley at the moment. The percentage of foreign mercenaries among Kashmiri terrorist groups has shown a rapid increase from mere 6% a few years ago to 48-70%. In Poonch-Rajouri it is as high as 80-850%. Among these foreign mercenaries 90% are Pak nationals hailing from Punjab and PoK. Security forces in Kashmir from 1990 to 1994 killed 112 Pak nationals. Pakistan’s own estimates throw light on its increasing involvement. Its casualties pattern for different years is 5 (1991), 6 (1992), 34 (1993), 48 (1994), 36 (1995), 59 (1996), 61 (1997) and 38 (till June 1998). The number of Pakistan nationals, including ex-servicemen and regulars increased sharply after many Afghans felt disgruntled and returned home after suffering heavy casualties. These Afghans had been recruited after telling them that Kashmiri Muslims were denied religious freedom and their mosques were being attacked. After seeing things by themselves many Afghans felt less motivated to stay on. Pakistan agencies are forcibly dragging PoK youth belonging to poor families into the terrorist campaign. ISI agents pick up boys from the bazaar and force them to become militants. One Hizbullah terrorist captured by security forces in September 1998 revealed that criminals were being released before time, and given training before pushing them into J&K.
