What is the reason why the Kashmir question is still unsettled and why the plans put forward by the United States and the United Kingdom in connection with Kashmir have proved fruitless from the point of view of a settlement of the Kashmir question? It is not difficult to see that the explanation of this is chiefly and above all, that these plans in connection with Kashmir are of an annexationist, imperialist nature, because they are not based on an effort to achieve a real settlement of the Kashmir question. They pursue different aims, different--directly contrary--objectives. The purpose of these plans is interference by the United States and the United Kingdom in the internal affairs of Kashmir the prolongation of the dispute between India and Pakistan on the question of Kashmir and the conversion of Kashmir into a protectorate of the United States and the United Kingdom under the pretext of rendering it assistance through the United Nations. Finally, the purpose of these plans in connection with Kashmir is to secure the introduction of Anglo-American troops into the territory of Kashmir and convert Kashmir into an Anglo-American colony, and a military and strategic base. 

In attempting to apply these plans in Kashmir, the United States and the United Kingdom have at the same time taken all steps to ensure that no opportunity should be given to the people of Kashmir themselves to decide their future without external pressure and without Anglo-American interference..The United States and the United Kingdom have from the very beginning attempted to impose upon the people of Kashmir the settlement they dictated, and to compel them to settle the question of their future not through a free expression of their own will but in accordance with the dictates of American representatives acting under the cover of the United Nations. 

The United States and the United Kingdom are taking all steps to exclude a settlement of the question of the status of Kashmir by means of a free and unconstrained declaration by the people of Kashmir themselves. When in October 1950 it became known that the General Council of All Jammu and Kashmir National Council had adopted a resolution recommending the convening of a Constituent Assembly for the purpose of determining the future shape and affiliations of the state of Jammu and Kashmir, the United States and the United Kingdom immediately interfered in the matter so as not to allow the people of Kashmir to decide their own future and determine the affiliations of their country independently. They hastened to foist upon the Security Council a resolution in which it was stated that the convening of a Constituent Assembly in Kashmir and any action that Assembly might attempt to take to determine the future shape and affiliation of Kashmir or any part there of would not constitute a disposition of Kashmir. 

This was nothing but a flagrant act of interference by the United States and the United Kingdom in the internal affairs of the people of Kashmir and a direct violation of the principles of the United Nations Charter. The plans advanced by the United States and the United Kingdom for the so-called settlement of the Kashmir question flagrantly violate this important principle (principle of equal rights and self-determination of peoples) of the United Nations Charter. They deprive the people of Kashmir of the right of self-determination. They embody an attempt to replace the right of self-determination by an Anglo-American dictated settlement. They people of Kashmir are deprived of the opportunity to decide their own future and determine the future shape and affiliations of Kashmir independently and freely by means of free declaration of will. 

Instead of this, the above-mentioned Anglo-American resolution foisted upon the people of Kashmir a 'plebiscite conducted under the auspices of the United Nations', in other words, a plebiscite under the supervision of American and British representatives, and not merely under those representatives' supervision but also under the control of Anglo-American armed forces. 

Further, at the request of the United States, an American was at the very time appointed United Nations Representative for India and Pakistan. The purpose of the proposal that the armed forces of Member States of United Nations should be brought into Kashmir will become perfectly clear.. The post of chief military adviser is held by an American general. 

All this reveals the true character of United States and United Kingdom plans and intentions in regard to Kashmir. The history of the Security Council's handling of the Kashmir question over the past four years wholly confirms the predatory, imperialistic nature of those plans. 

From the very outset the United States and the United Kingdom adopted the policy of interfering in the domestic affairs of the people of Kashmir.. In their efforts to impose their arbitration or compulsory plebiscite 'under United Nations supervision' upon the people of Kashmir, the United States and the United Kingdom are endeavouring to bring the people of Kashmir under their domination and to impose their will upon them. 

The true aims and intention of the United States with regard to Kashmir have long ceased to be a secret. The United States does not want the Kashmir question to be settled and is trying to bring Kashmir under its control...; The USSR Government considers that the Kashmir question can be resolved successfully only by giving the people of Kashmir an opportunity to decide the question of Kashmir's constitutional status by themselves, without outside interference. This can be achieved if that status is determined by a Constituent Assembly democratically elected by the Kashmir people. Such a solution of the Kashmir question would be in harmony with the principles and purpose of the United Nations Charter.
